(A) It is not clear if these plates were just protoypes or samples or if they were actually
issued to vehicles.

(B) Plates issued around 2000. "SUT 339" has a 2002 validation sticker. In about 2004 (?), the font and plate design changed similar to special interest plates of Colorado.
